PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi) Scheme
The PM SVANidhi Scheme was launched during the COVID-19 pandemic to support street vendors. These vendors are commonly known as hawkers, thela-walas, and rehri-walas in different regions. Items sold include vegetables, fruits, prepared street food, tea, pakoras, bread, eggs, garments, footwear, handicrafts, books, and stationery.
Service providers such as barbers, cobblers, paan shop owners, and laundry operators are also included under this scheme. It provides working capital loans through banks in three phases:
- ₹10,000 in the first phase
- ₹20,000 in the second phase (upon repayment of the first loan)
- ₹50,000 in the third phase (after repaying the second
This is a Centrally Sponsored Scheme fully funded by the Ministry of Housing and Urban Affairs, aimed at:
- Providing collateral-free working capital loans up to ₹10,000
- Encouraging timely repayment
- Promoting digital transactions
The scheme enables street vendors to expand their businesses and boosts urban economic activities.
Eligibility Criteria
This scheme is available to all street vendors active in urban areas on or before March 24, 2020. Eligible vendors are identified as:
- Vendors holding a Certificate of Vending or ID Card issued by Urban Local Bodies (ULBs)
- Vendors identified in ULB surveys but yet to receive the Certificate of Vending or ID

Vendors can apply for the PM SVANidhi Scheme through camps organized by nearby municipal corporations or urban local bodies.
