    Urban Street Vendor Empowerment Initiative – Rishikesh Municipal Corporation
    This scheme focuses on empowering the urban poor by organizing them into grassroots-level institutions and creating opportunities for skill development, enabling them to gain market-linked employment or establish self-employment ventures through easy access to credit.

    DAY-NULM is built on the belief that the poor are natural entrepreneurs and aspire to rise out of poverty through their own efforts.

    Street vendors are an essential part of the urban population—situated at the base of the economic pyramid. Street vending provides a significant source of self-employment and plays a vital role in the urban economy without major government intervention. Vendors are an integral link in the urban supply chain and contribute to overall city development.

    Objectives of Urban Street Vendor Regulation under NULM:

    • Provide designated vending zones for their businesses
    • Ensure access to institutional credit
    • Extend social security benefits
    • Enhance skills to tap into emerging market opportunities

    Implementation in Rishikesh

    As part of the pilot project under this scheme, Rishikesh Municipal Corporation is in the process of establishing and operating vending zones at seven strategic locations across the city. A digital survey of existing street vendors at these locations has been completed.

    Eligible vendors will be provided with subsidized loans under the government scheme and will soon be allotted modern stalls and kiosks at the designated vending zones.

    Expected Outcomes:

    • Legal recognition and livelihood rights for all street vendors
    • Better management of crowding on main roads
    • Development of Rishikesh as a model, well-organized urban center

    This initiative is set to become a milestone in the upliftment of urban poor in Rishikesh and reflects the city’s commitment to inclusive development.
